Making Your Golf Cart Road-Legal in the UK
Most new golf carts need an Individual Vehicle Approval (IVA) before they can be registered for road use. The IVA is administered by DVSA (testing) and the DVLA (registration) to confirm your cart meets safety and construction standards.
1) Identify your vehicle category
- L6e – Light quadricycle: max speed ≤ 45 km/h, unladen mass ≤ 425 kg (electric mass excludes traction batteries).
- L7e – Heavy quadricycle: typically > 45 km/h, unladen mass ≤ 450 kg for passenger use (650 kg for goods), power usually ≤ 15 kW.
- M1 – Passenger car: only if fully to car standards (rare for carts).
2) Apply for IVA
- Use the IVA application on GOV.UK and book with DVSA.
- Basic IVA is suitable for low-risk, near-standard builds; choose Normal IVA for heavily modified/custom builds.
3) Equipment checklist (typical for L-category carts)
- Lighting & signalling: dipped/main beam headlights, front/rear position lamps, stop lamps, indicators, rear number-plate lamp, rear reflectors. A rear fog lamp may be required.
- Brakes: service and parking brake in good order.
- Seat belts and approved anchorages for each seating position, if seats are fitted for road use.
- Mirrors: interior (if enclosed) and exterior mirrors providing adequate rearward vision.
- Horn (audible warning device).
- Windscreen, wipers & washers if a windscreen is fitted.
- Speedometer readable in mph (km/h can be secondary).
- VIN plate (manufacturer’s plate) and a visible VIN stamping.
- Tyres & suspension suitable for road use; secure bodywork and mudguards.
- Space for number plates (front if required for your category, and rear).
4) Documents you’ll need
- Completed IVA application form.
- Seat-belt anchorage evidence (if belts fitted).
- Amateur-built or reconstructed vehicle declaration (if applicable).
- Proof of identity and ownership/invoice.
- Model report or previous approval evidence (if you’re basing the cart on an already-approved design).
5) Inspection & approval
- DVSA inspects the vehicle at an approved centre.
- On success, you receive an Individual Approval Certificate (IAC).
6) Register with DVLA
- Use your IAC to register the vehicle, pay applicable VED, arrange insurance, and fit legal number plates.

- Standard golf carts are not road-legal out of the box—expect upgrades to lighting, safety equipment, and identification.
